Resumo: A partir do final da Segunda Guerra Mundial, a Europa se envolveu numa perspectiva de reconstrução e recuperação econômica que articulou esforços de diversas economias em torno de um projeto de integração. Esse projeto se desenvolveu ao longo da segunda metade do século XX e culminou no mais arrojado processo de integração regional já visto, alçado ao nível de União Monetária. Dentro da teoria econômica, existem divergências significativas a respeito dos planos de integração econômica regional. Contudo, é possível inferir acertadamente que o Euro, criado nas bases da teoria econômica ortodoxa, e que mostrava consistência, encontrou na crise econômica mundial de 2008/09 um enorme obstáculo ao seu desenvolvimento. A finalidade desse trabalho é lançar luz sobre as falhas institucionais que se deram no design da União Monetária e que, com a crise e seus desdobramentos, foram escancaradas. Portanto, apresentar indícios de que a crise sistêmica da dívida encontra suas raízes antes nos defeitos da arquitetura de montagem do projeto do que no comportamento irresponsável e tendente ao endividamento de governos periféricos. Pretende-se evidenciar também que as políticas austeras disciplinadoras propostas pelas autoridades monetárias europeias se mostram ineficazes e prejudiciais à grande maioria das economias do bloco, criando um panorama de desemprego e queda da renda

Abstract: Since the very end of the Second World War, the European continent has become involved in a perspective of reconstruction and economic recovery which combined the efforts of many economies to implement an integration project. This project was developed over the second half of the twentieth century and led to the largest regional integration process ever seen, raised all the way to the level of monetary union. In the economic theory, there are significant differences regarding the plans of regional economic integration. However, it is possible to correctly state that the Euro, created on the basis of orthodox economic theory, which showed consistency, found in the global economic crisis of 2008/09 a major obstacle to its development. The purpose of this paper is to highlight the institutional failures that occurred in the design of monetary union, which with the outbreak of the crisis and its consequences were exposed. Therefore, it is aimed to present evidence that systemic debt crisis has its origin more in the defects of the architecture of the project design than the irresponsible and debt-led behavior of peripheral governments. It is also intended to show that austerity and disciplinary policies proposed by European monetary authorities are ineffective and harmful to the vast majority of the bloc's economies, creating a panorama of unemployment and decreasing income
