Resumo: O objetivo desta monografia é discutir e analisar os principais problemas e desafios da mobilidade urbana na Região Metropolitana de São Paulo. O trabalho começa pela caracterização geral do transporte em São Paulo. Os excessivos incentivos dados aos modais individuais, somados às carências apresentadas pela infraestrutura de transportes foram identificados como sendo os determinantes fundamentais da crise na mobilidade urbana da região. Em seguida foram analisadas as políticas para o setor entre 1995 e 2012, visando ao entendimento da forma como os gestores das políticas públicas buscam solucionar a decadente mobilidade da metrópole. A análise revelou que, entre 1999 e 2005, as políticas se alinhavam ao diagnóstico do presente trabalho. Porém, a partir de 2006, quando houve uma revisão nas políticas de transporte, estas são transformadas e a solução dos problemas são transferidos para a esfera da organização espacial das atividades na metrópole

Abstract: This paper's main goal is to discuss and analyze the key problems and challenges for São Paulo's urban mobility system. It starts by outlining the transportation system's general characteristics. The excessive incentives given to automobiles, along with insufficient transport infrastructure, have been identified as the key determinants to the region's urban mobility crisis. Next, aiming to understand how the public authorities tackle the key issues, the public policies for the sector between 1995 and 2012 were analyzed. The analysis revealed that, between 1999 and 2005, such policies were aligned with the diagnosis developed by this paper. However, from 2006 and onwards, when there was a revision to the program created in 1999, the solutions are transferred to the optics of spatial organization of the metropolis
