Resumo: Neste trabalho, analisa-se a articulação entre democracia e intervenção no discurso dos governos de Lula e de Bush no início do século XXI, tomando como problema de pesquisa a questão: que sentidos de democracia sustentam a ingerência econômica e a intervenção militar em território alheio? O material de análise sobre o qual este texto se detém é a produção do Departamento de Defesa estadunidense sobre o Brasil e da presidência brasileira sobre os EUA, tendo como referencial a relação entre Brasil e Estados Unidos no período de 2002 a 2006. O foco da pesquisa recai, mais particularmente, sobre os representantes dos Estados Unidos em seu Departamento de Defesa, sobre a presidência brasileira e sobre jornalistas em relações de interlocução. Tal recorte permitiu que se considerassem as semelhanças e as particularidades do funcionamento do discurso liberal em que se sustentam os dizeres de cada governo, bem como que se observassem as diferentes configurações assumidas pela sujeição a esse discurso de acordo com as várias posições-sujeito liberais em cena nos enunciados. O objeto de estudo deste trabalho estabilizou-se, dessa forma, no funcionamento do discurso liberal nos governos de Luiz Inácio Lula da Silva e de George W. Bush. O referencial teórico para a realização deste trabalho a Análise de Discurso materialista, baseando-nos nas formulações de Michel Pêcheux a partir de 1969, o que implica um destaque para a relação entre sujeito e discurso na língua

Abstract: In this dissertation, the articulation between democracy and intervention in the discourse of the Lula and the Bush administrations in the beginning of the 21st century is analyzed, taking as research problem the question: on what meanings of democracy do the economic meddling and the military intervention on foreign land find its footing? The analysis material regarded in this research are the sentences in circulation in the United States Department of Defense regarding Brazil and in the Brazilian presidency regarding the USA, holding as reference to this research the relationship between Brazil and the United States from 2002 to 2006. This text is focused particularly on the United States representatives in their Department of Defense, on the Brazilian presidency and on journalists, in interlocution relations. That framework allowed the consideration of both the similarities and the differences between the clockworks of the liberal discourse at work in the statements of each government, as well as the observation of the different configurations taken by the subjection to that discourse as a result of the several liberal positions-subject at play in the phrases in question. In that regard, this research's object has stabilized itself as the functioning of the liberal discourse in the Luiz Inácio Lula da Silva presidency, as well as in the George W. Bush administration. The theory held as reference for this research is the materialist Discourse Analysis, based on the writings of Michel Pêcheux from 1969 onwards, causing this work's spotlight rest upon the relations between subject and discourse in the language
