Resumo: Nos anos que se seguiram à Segunda Guerra Mundial, o mundo contemplou a expansão dos acordos de integração regional, como uma forma de se buscar o desenvolvimento por meio da cooperação entre diferentes países. No âmbito da teoria econômica, não há um consenso sobre o papel da integração regional no processo de redução das assimetrias sócioeconômicas entre os países participantes: a teoria neoclássica do comércio internacional e a teoria neoclássica do crescimento econômico são bastante otimistas, ao passo que a teoria da nova geografia econômica, a teoria pós-keynesiana e a visão cepalina mostram-se bem mais cautelosas. O objetivo deste trabalho é analisar a relação entre integração regional e redução das assimetrias sociais e econômicas à luz da experiência da União Europeia, a maior e mais complexa iniciativa de integração regional da História. Buscou-se identificar indícios de que houve convergência das rendas per capita, das taxas de desemprego e dos perfis de inserção no comércio intrarregional entre os vinte e sete países do bloco durante o período de 1993 a 2008. O trabalho conclui que a integração regional poderá fazer a diferença se não for liderada exclusivamente pelas forças de mercado. Um de seus principais benefícios é a possibilidade de se criarem políticas e instituições comuns que podem somar-se à ação estatal individual destinada a superar as estruturas que caracterizam o fenômeno específico que é o subdesenvolvimento

Abstract: In the years following the Second World War, the world contemplated the expansion of regional integration agreements as a way of seeking development through cooperation between different countries. With regard to economic theory, there is no consensus on the role of regional integration in the process of reducing socioeconomic disparities between the participating countries: the neoclassical theory of international trade and the neoclassical theory of economic growth are quite optimistic about the effects of opening borders to free movement of goods, services, people and capital, while the new economic geography theory, post-Keynesian theory and the ideas proposed by CEPAL prove to be much more cautious. The study intends to analyze the relationship between regional integration and the reduction of social and economic asymmetries in the light of the experience of the European Union, the largest and most complex regional integration initiative in history. It intends to verify if there are indications that there was convergence of per capita incomes, unemployment rates and intrarregional trade patterns among the bloc.s twenty-seven countries during the period 1993 to 2008. The study concludes that regional integration can make a difference if it is not led only by market forces. One of its main benefits is the possibility to create common policies and institutions that can add to the individual state action to overcome the structures that characterize the specific phenomenon that is underdevelopment.
