Resumo: Esta dissertação tem como objetivo geral compreender o que é a luta pela moradia na cidade de São Paulo. Seu entendimento dá-se através do estudo das causas dos problemas habitacionais e urbanos, da configuração dos interesses das classes dominantes e dos movimentos sem-teto organizados; e do papel do Estado. Esta pesquisa também se propõe a avançar no entendimento dos limites e potencialidades da luta dos sem-teto da cidade de São Paulo, através do estudo de dois movimentos que atuam na região central: o Movimento de Moradia do Centro (MMC) e o Movimento Sem-Teto do Centro (MSTC). A maneira como o Estado vai intervindo nas questões habitacional e urbana submete o direito à moradia a processos em que a habitação e a cidade passam a ser crescentemente encaradas como mercadorias, agravando o déficit habitacional e comprometendo o estabelecimento de condições mínimas de cidadania. Nos anos 2000, uma política habitacional insuficiente e segregadora acompanha o fortalecimento da especulação imobiliária e das operações urbanas, dos projetos culturais em detrimento dos sociais e dos espaços participativos integrados ao Estado. A luta pela moradia em São Paulo se dá também nos marcos do plano diretor e da integração às instituições do Estado através dos conselhos gestores. Abstract: The object of this dissertation is to comprehend the struggle of the homeless for housing in the city of São Paulo through a study of the causes of housing and urban problems, the configuration of the interests of the ruling classes, organized homeless movements, and the role of the state. This study also proposes to advance an understanding of the limits and potential of the struggle of the homeless in the city of São Paulo, through examining two social movements that are active in the central region of the city: Movimento de Moradia do Centro (MMC) and the Movimento Sem-Teto do Centro (MSTC). The way in which the State intervenes in housing and urban issues submits the right to somewhere to live to processes in which these are increasingly characterized as commodities, exacerbating the housing deficit and compromising the establishment of minimum conditions of citizenship. In the 2000s, insufficient and contained housing policies were accompanied by the strengthening of speculation in the housing market and urban development, and the prioritization of cultural over social projects and spaces for the participation of civil society with the state. The struggle for housing in São Paulo also occurs within the boundaries of city plans, and through interaction with state institutions like municipal management councils.
