Resumo: O presente trabalho tem por objetivo analisar a política fiscal brasileira, com foco no impacto das mudanças da política macroeconômica em 1999 sobre a mesma. Para isso, será traçado um breve histórico da gestão fiscal, partindo do desenvolvimentismo dos anos 60 até a criação do Plano Real, destacando os impactos da crise da dívida da década de 80 e as dificuldades dessa gestão. Após isso, será analisada a política fiscal durante o Plano Real em dois períodos: entre 1994 e 1998, período no qual se nota o gradualismo das medidas de ajuste fiscal e entre 1999 e 2002, no qual um ajuste mais severo foi necessário para estabilizar a relação dívida/PIB. Em seguida, será mostrada a insuficiência do modelo de sustentabilidade da dívida através dos superávits primários. A conclusão contará com uma crítica ao modelo de gestão da dívida pública. Abstract: The objective in this work is to access the fiscal policy in Brazil, focusing the impact of changes in the macroeconomic policy in 1999 over it. For that, there will be a short history on fiscal management, from mid-sixties until the Real Plan in 1994, highlighting the impacts of debt crisis in the eighty decade and difficulties for managing it. After that, there will be an access of the fiscal policy during Real Plan by dividing the analysis in two periods: between 1994 and 1998, period in which is noticed a gradualism in fiscal adjustment and between 1999 and 2002, when a more severe adjustment was necessary to stabilize the debt/GDP relation. Following that, the insufficiency of the model of debt sustainability through primary surplus will be shown. In conclusion, there will have a critic on the model of public debt management. Ver menos
