Resumo: Esta dissertação tem como assunto central o processo de institucionalização da Política Nacional de Pagamento por Serviços Ambientais (PNPSA). Tendo tramitado no Legislativo brasileiro por quase 15 anos (2007-2021), a PNPSA foi finalmente sancionada em 13 de janeiro de 2021, na forma da Lei nº 14.119. A ideia de se instituir o Pagamento por Serviços Ambientais (PSA) foi originalmente defendida pelo Banco Mundial, na década de 1990, como uma forma de compensar aqueles que contribuem para a provisão dos chamados Serviços Ecossistêmicos (SE). Iniciativas correspondentes foram tomando forma em todo o mundo, inclusive no Brasil, onde prefeituras diversas e a Agência Nacional de Águas promoveram formas de compensar especialmente pequenos produtores rurais. Os objetivos desta dissertação se desdobram em quatro frentes: a) a investigação e sistematização de aspectos teórico-conceituais e históricos sobre os SE e PSA; b) a organização de um histórico sobre a institucionalização da governança ambiental no Brasil, conformando um quadro interpretativo a respeito dos diversos sentidos e dos rumos dessa institucionalização, diante do qual se pode compreender o avanço da proposição e adoção de instrumentos econômicos no bojo das política ambientais e a emergência de stakeholders que tendem a influenciar os rumos dessa institucionalização; c) o oferecimento de uma descrição detalhada do processo de tramitação da PNPSA no Legislativo brasileiro, no período de 2007 a 2021, com a identificação dos Atores Governamentais (AG) e Não Governamentais (ANG) atuantes nesse processo, permitindo a identificação de seus papéis no desenho da política, em particular, em termos de seus dispositivos, de modo a oferecer subsídios à formulação de uma hipótese sobre a configuração de coligações; e, finalmente, d) o oferecimento de uma proposta de análise do processo de institucionalização da PNPSA, a partir da análise das narrativas, conformando um arcabouço conceitual e metodológico que pode dirigir esforços ulteriores de análise, em diálogo com a literatura especializada. As contribuições centrais da dissertação, portanto, correspondem, em desenhar um arcabouço (conceitual-metodológico) para a análise do processo da PNPSA. Chamado de tripé analítico para a PNPSA, esse arcabouço é concebido em diálogo entre três abordagens. Abstract: This dissertation focuses on the process of institutionalizing the National Policy on Payment for Environmental Services (NPPES). Having been under consideration in the Brazilian legislature for nearly 15 years (2007-2021), the NPPES was finally sanctioned on January 13, 2021, in the form of Law No. 14,119. The idea of instituting Payment for Environmental Services (PES) was originally advocated by the World Bank in the 1990s as a way to compensate those who contribute to the provision of so-called ecosystem services (ES). Corresponding initiatives took shape around the world, including in Brazil, where various municipalities and the National Water Agency promoted ways to compensate small-scale rural producers in particular. The objectives of this dissertation unfold in four main dimensions: a) the investigation and systematization of theoretical-conceptual and historical aspects of ES and PES; b) the organization of a historical account of the institutionalization of environmental governance in Brazil, forming an interpretative framework regarding the various meanings and directions of this institutionalization, through which one can understand the notion of an economic instrumentation of environmental policies and the emergence of stakeholders influencing their directions; c) the provision of a detailed description of the process of the NPPES in the Brazilian legislature from 2007 to 2021, with the identification of government and non-government actors involved in this process. Alongside this, the identification of the policy's design in terms of its provisions. These are developments that provided support for the formulation of the hypothesis about coalition formation; and d) the provision of a proposal for the analysis of the institutionalization process of the NPPES, based on the analysis of the narratives, forming a conceptual and methodological framework that can guide further analysis efforts, in dialogue with specialized literature. The objective, therefore, is to design a framework (conceptual-methodological) for the analysis of the NPPES process. Called the analytical tripod for the NPPES, this framework is conceived in dialogue between three approaches. Two of them align with the field of Public Policy Analysis: Advocacy Coalition Framework (ACF) and Narrative Policy Framework (NPF).
