Resumo: Após mais de três décadas de implementação do Sistema Nacional de Avaliação Básica (SAEB), a literatura sobre o tema tem apontado como algumas de suas fragilidades: o desafio de interpretar pedagogicamente seus resultados; a necessidade de aperfeiçoar seus mecanismos de transparência; e a ausência de informações sobre validade, confiabilidade, comparabilidade e justiça dos testes desenvolvidos no país. Frente a este contexto, esta pesquisa teve como objetivo principal investigar se a divulgação dos relatórios técnicos do Saeb em 2017 e 2019 é coerente com o princípio da Transparência, conforme estabelecido na Portaria Nº. 91/2017. Esta regulamentação estabelece os princípios e as boas práticas de produção e disseminação estatísticas que devem ser seguidas pelo INEP. Para responder à questão é utilizada como fundamentação teórica o ciclo de extinção da política (Peter DeLeon, 1982; Bauer, 2009; e Kinney, 2013), por meio de análise qualitativa da literatura do campo e de documentos oficiais. Em relação à modelo de análise verifica-se que, em diferentes momentos, os imperativos indicados por DeLeon,1982) repercutiram na trajetória do Saeb, com predominância do imperativo ideológico. A estratégia de substituição (Bauer, 2009) é verificada sobretudo em 1995, com a mudança metodológica, com a troca da TCT pela TRI; e em 2005, o Saeb é substancialmente reconfigurado com a criação da Prova Brasil (avaliação censitária) e, posteriormente, associado ao Ideb, em 2007. Por fim, em 2017 e 2019, em relação aos graus de extinção/terminalidade (Kinney 2013): verifica-se a predominância da manutenção do status quo, seja no que diz respeito à estratégia de divulgação do Saeb; seja na ausência de detalhamento de aspectos metodológicos nos relatórios técnicos, aspectos estes que vão na contramão do princípio da transparência estipulado pela Portaria 91/2017, que estabelece como ação necessária para o cumprimento do princípio da acessibilidade e transparência a divulgação de "forma clara e precisa das estatísticas e seus respectivos metadados, a fim de facilitar o acesso, a correta interpretação". A análise desse cenário fortalece a hipótese de que essa omissão pode ser resultado da prevalência de interesses políticos (imperativo ideológico), que visam fortalecer o processo de accountability e sistemas metas no contexto das reformas educacionais empreendidas no Brasil, sobretudo a partir dos anos 1990, em detrimento da transparência e da garantia do direito ao acesso à informação. Abstract: After more than three decades of implementation of the National Basic Assessment System (SAEB), the literature on the subject has pointed out to recipients about: the challenge of pedagogically interpreting its results; the need to improve its transparency incentives; and the absence of information on the validity, reliability, comparability and fairness of admission tests in the country. Faced with this context, this research had as its main objective to investigate whether the dissemination of Saeb's technical reports in 2017 and 2019 is consistent with the principle of Transparency, as established in Ordinance No. 91/2017. This regulation establishes the principles and good practices of statistical production and dissemination that must be followed by INEP. To answer the question, the political extinction cycle (Peter DeLeon, 1982; Bauer, 2009; and Kinney, 2013) is used as a theoretical foundation, through a qualitative analysis of the field literature and official documents. Regarding the analysis model, it appears that, at different times, the imperatives indicated by DeLeon,1982) had repercussions on Saeb's trajectory, with predominance of the ideological imperative. The substitution strategy (Bauer, 2009) is verified in 1995, with the methodological change, with the exchange of TCT by TRI; and in 2005, Saeb is negotiated with the creation of Prova Brasil (census assessment) and, later, associated with Ideb, in 2007. Finally, in 2017 and 2019, in relation to the degrees of extension/terminality (Kinney 2013): there is a predominance of maintaining the status quo, whether with regard to the Saeb dissemination strategy; either in the absence of detailing of methodological aspects in the technical reports, aspects that go against the principle of transparency stipulated by Ordinance 91/2017, which establishes as a necessary action for compliance with the principle of accessibility and transparency the disclosure of "clear and needs the statistics and their respective metadata, in order to facilitate the access, the correct interpretation". The analysis of this scenario strengthens the hypothesis that this omission is a result of the prevalence of political interests (ideological imperative) that aim to strengthen the accountability process and target systems in the context of educational reforms undertaken in Brazil, especially from the 1990s onwards, to the detriment of transparency and the guarantee of the right to access information.
