Resumo: Nesta tese, analiso a figura do refúgio e a sua (co)produção em distintos âmbitos de governamentalidade a partir de pesquisa etnográfica realizada na cidade de São Paulo. Pergunto sobre os modos de administrar e governar os trânsitos de pessoas que recorreram à solicitação de refúgio como alternativa de permanência no país majoritariamente entre os anos de 2015 e 2018. Abordo as relações das estruturas estatais, organizações assistenciais e agências internacionais que atuam na gestão desses trânsitos com as pessoas administradas, considerando a percepção, apreensão e acionamento dessas práticas pelas últimas. Analiso ainda como essas técnicas de gestão e os processos de subjetivação a elas vinculados são atravessados por categorizações de gênero, articuladas a processos de racialização, sexualização e pertencimento nacional. Preocupo-me, em especial, com os relatos e diagnósticos que versam sobre as crises que atravessam essas mobilidades, vocalizados como um abandono do Estado diante das necessidades documentais e de subsistência das pessoas refugiadas. Identifico distintas estratégias no sentido de governar através das crises, perguntando como os próprios relatos que versam sobre a existência de uma "crise sem precedentes" fazem um trabalho no sentido de administrar pessoas e trânsitos entre fronteiras. Abordo ainda de que forma as pessoas refugiadas encontram maneiras de seguir lutando, esperando, demandando e desejando, através e por meio dessas mesmas estruturas de gestão. A partir da análise do material etnográfico, argumento que as políticas do refúgio no Brasil se fazem presentes na enunciação mesma da sua ausência e na produção de seus loci institucionais como espaços de desordem e precariedade. Nessa produção, as crises, mais do que efeitos colaterais, são modos de governar, além de instrumentos de intervenção sobre populações e territórios. A pesquisa mostra ainda que as linguagens de gênero, articuladas a categorizações nacionais, raciais e "culturais", estão sendo utilizadas como instrumentos de gestão social, de "pacificação" e de controle de fronteiras, sendo acionadas também, nos espaços de interação institucional, como elementos de negociação e como maneiras de retomar algum controle sobre os ritmos dos processos e das vidas

Abstract: In this thesis, I analyze the refuge category and its (co)production in different spheres of governmentality based on ethnographic research carried out in the city of São Paulo. I ask about the ways to manage and govern the movements of people who seek asylum as an alternative to stay in the country, mostly between 2015 and 2018. I address the relations of state structures, assistance organizations and international agencies that work in the management of these movements with the administered people, considering the perception, apprehension and activation of these practices by the refugees. I also analyze how these management techniques and the subjectivation processes linked to them are traversed by categorizations of gender, race and national belonging. I am particularly concerned with the reports and diagnoses that deal with the crises that these mobilities go through, voiced as an abandonment of the State in the face of the documental and subsistence needs of refugees. I identify different strategies that aim to govern through these crises, asking how the very accounts that deal with the existence of an "unprecedented crisis" work in the sense of managing people and movements across borders. I also discuss how refugees find ways to keep fighting, waiting, demanding and wishing through these same management structures. The analysis of the ethnographic material shows that refugee policies in Brazil are present in the very enunciation of its absence and in the production of its institutional loci as spaces of disorder and precariousness. In this production, crises, more than collateral effects, are ways of governing, as well as instruments of intervention on populations and territories. The research also shows that gender languages, articulated with national and "cultural" categorizations, are being used as instruments of social management, "pacification" and border control. These languages are also activated, in spaces of institutional interaction, as elements of negotiation and as ways to regain some control over the rhythms of processes and lives
