Burocracia e socialismo

Abstract

Resumo: A partir da análise de Marx e de Lenin o estudo sobre a burocracia no socialismo revela os desafios colocados para a construção da teoria do Estado socialista. O problema não apenas do controle da burocracia pelos trabalhadores, como sobretudo da transferência de suas atividades para eles, implica a análise sobre a transformação das relações de produção capitalistas, a concretização do caráter semi-estatal da ditadura do proletariado, a realização do pluralismo partidário socialista, a combinação do critério político com o da competência no processo de seleção e de promoção dos funcionários,e a função original do Estado operário da desestatização socialista. Análise apoiada no exame das experiências de instauração do Estado socialista no século vinte, principalmente a do Estado soviético

Abstract: Beginning with the analysis of Marx and Engels, the study of the bureaucracy in the socialism reveals the challenge to develop a theory on the socialist state. The problem resides not only on the control of the bureaucracy by the workers, but especially on the transfer of its activities to them; which implies in a analysis of the transformation of the capitalist relations of production, the turning into real of a dictatorship of the proletariat as a semi-state, the realization of a socialist pluralism of the parties, the combination of the polítical criteria with the competence criteria in the procces of selection and promotion of state officials, and the original function of the proletarian state towards the end of itself. This analysis is based upon the experience of the stablishment of a socialist state in the twenty century, with a central focus on the soviet state
